I believe the cabochons are probably Gablonz or at least European in the Egyptian revival style a stylised hieroglyphic design. I have added a gilt metal double buckle which will work as a fastener. I havent liked to permanently fix it by pinching the loops, in case you want to use it as a strap. Im really not sure what it was used for originally!
