Elastic waistband with a ruffled peplum in a contrasting material. Crepe rayon so it's lightweight and flowy. The waist has quite a bit of stretch. Made in USA Brand Carole Little Tagged size 8 but please double check measurements as vintage sizing can vary and usually runs smaller Excellent vintage condition with no notable flaws
