It fastens by a 16" side zip and contains a LOT of black cotton: the skirts are circular at least

but I'd put this at late 1940s

It was no doubt sewn by its owner, in a heavy brushed cotton twill of variegated blue and white stripe, gathered onto a narrow waistband made of royal blue wool folded over on the bias.
