It has a built in neck tie and balloon sleeves with a button at each cuff. It fastens in a wrap style with a button at the waist and four up the left side. The dress is in very good condition, professionally dry cleaned and ready to wear. Measurements: Bust up to 39" Waist 25" Hips 40" Shoulders 13. 75" Sleeves 23. 5" Waist to Hem 25" Total Length 43"
