They're French, and feature a black enamel quatrefoil, with white dots, around a central ruby. Each lobe of the main motif is home to a rose cut diamond, itself set within an enamelled quatrefoil a pleasing fractal esque effect. Crafted in 18 karat gold, they date from the 1870s.
